Mr. John W. Coffey, ICMA-CM, is a credentialed local governance professional (see ICMA website for details regarding credentials) with over 25 years experience in a variety of organizations. In prior municipal management positions, he served as City Manager in Indian Rocks Beach, FL, and as Budget Administrator for Palm Bay, FL.
In 2009, he worked for ICMA, Iraq Local Governance Program (LGP) with the U.S. Military in Western Anbar Province, Iraq. LGP’s goal was to improve governmental management and administration, provide training and technical assistance on the roles and functions of government officials and agencies, and support the establishment of a legal framework for a democratic, representative, and decentralized government in Iraq.
From 2011-2013, Mr. Coffey served in Afghanistan for the U.S. Department of State as a Senior Governance Specialist. Leading a 31 person military-civilian-local staff team working with municipal officials in Kandahar City. He guided the transformation of the municipality from an ineffective entity with little revenue generating capacity to an effective, responsive, service delivery organization which embraced innovation and was capable of raising sufficient local revenues to cover O&M costs and limited capital projects. He earned a Meritorious Honor Award from James B. Cunningham, U.S. Ambassador to Afghanistan and an Expeditionary Service Award from Hillary R. Clinton, Secretary of State.
Mr. Coffey graduated from the University of Florida earning a Bachelor’s Degree with High Honors in Political Sciences and is a graduate of Florida State University with a Master’s Degree in Public Administration.
